At Suarez Engineering, we specialize in delivering an accurate Sanitary Sewer Evaluation Survey (SSES) to clients connected to private sanitary sewer systems across Miami-Dade County. Our reports provide critical insight into the condition, functionality, and compliance of these systems. Consequently, developers, Homeowner Associations, and property managers trust our services to prevent costly failures, avoid expired permits, and ensure environmental safety.
What is a Sanitary Sewer Evaluation Survey (SSES), and why is it needed?
Per Miami Dade County RER Appendix A, Sewer System Evaluation Survey (SSES), Plan A, 3rd Cycle Report Requirements (5/7/2019):
The main purpose of the Sewer System Evaluation Survey (SSES) is to identify and correct excessive infiltration and inflow (I/I) in the sanitary sewer collection system. The survey consists of a visual inspection of the system components, performing flow and smoke tests to identify sources of I/I in the system, as well as defects, and illegal connections. The goal of the SSES is to ensure that the sanitary sewer system is working properly, as designed. Identifying deficiencies in the collection system and correcting them will minimize and/or prevent sanitary sewer overflows (SSOs), reduce the wear and tear of the sanitary sewer pump station, and lower electrical bills, allowing the appropriate wastewater collection and transmission system (WCTS) operation.
These requirements were prepared to assist in the preparation of the SSES reports and include the minimum requirements needed to comply with the Miami‐Dade County code. Since each collection system is different, the guidelines are general, and therefore, the survey shall not be limited to their contents.
When are the SSES Reports Due?
SSES reports are due on or before each and every ten (10) year anniversary of November 12, 2002.
Why Sanitary Sewer Evaluation Surveys Matter
Aging infrastructure, population growth, and stormwater infiltration all place growing pressure on sanitary sewer systems. As a result, without proper evaluation and maintenance, these systems become prone to blockages, overflows, and costly repairs. Therefore, this report provides a comprehensive understanding of system conditions, allowing stakeholders to:
- Identify and eliminate sources of infiltration and inflow (I/I)
- Comply with Miami Dade County Department Of Regulatory & Economic Resources Division Of Environmental Resources Management Water And Wastewater (RER) Requirements
- Prioritize maintenance
- Avoid violations and fines
- Protect public health and the environment
A well-executed Sanitary Sewer Evaluation Survey not only detects current issues but also supports long-term infrastructure resilience.
What’s Included in Our Sanitary Sewer Evaluation Survey Services
At Suarez Engineering, our approach to Sanitary Sewer Evaluation Reports is both thorough and data-driven. Each report follows Miami Dade County Department of Regulatory & Economic Resources Division of Environmental Resources Management Water and Wastewater (RER) requirements. Our standard package includes:
Flow Monitoring
We measure wastewater flow during both dry and wet weather conditions to detect surcharging, capacity limitations, and infiltration sources. This is the foundation for identifying where and when excess water enters the system.
Smoke Testing
Often used to trace unauthorized or defective connections, this method helps locate cross-connections with stormwater systems, cracked lateral lines, or openings in manholes and pipes that allow infiltration. In addition, this process is part of a comprehensive sewer inspection strategy.
Manhole and Cleanout Inspections
We inspect manholes and cleanouts for structural soundness, cover condition, infiltration signs, and proper connection alignment. Manholes and cleanouts are critical access points and are often overlooked sources of Infiltration.
Final Technical Report
The data collected is compiled into a detailed, engineer-reviewed report that includes:
- Facility Information
- Maps and diagrams (including GIS integration if required)
- Description of Sanitary Sewer Collection System
- Pump Station Information
- Smoke Test Results
- Identified defects and their severity
- Visual Observation and Photographic Evidence
- Recommendations and prioritized repair list
Our comprehensive reporting supports both sewer system inspections required by MDC RER and long-term sewer assessments for rehabilitation planning.
